Section 33 of the Citizenship by Investment Act of 2015 established the legal basis for the St Lucia CIP. The program distinguishes itself by having one of the lowest cost of any CIP, one of the shortest processing periods and a wide range of investment options.

MAIN BENEFITS

Saint Lucian passport holders have visa-free travel to 130 countries and territories, including the Schengen countries, UK, Hong Kong and Singapore. By virtue of its CARICOM membership, Saint Lucia also provides its citizens with the right to settle permanently in 14 other Caribbean nations.

Investment Requirements

To qualify for the Saint Lucia CIP, applicants must make one of the following investments:

 

  • A real estate investment amounting to no less than US$ 300,000

 

  • A cash contribution of US$100,000 for a single applicant, US$165,000 for an applicant with spouse, US$190,000 for an applicant with a spouse and up to two dependents and an additional US$25,000 for any additional dependents beyond this to the the St Lucia National Economic Fund.

 

  • An investment in government approved, St Lucia-based enterprises. If investing individually, capital injections may be no less than US$3.5M, and no less than US$1M if investing as part of a consortium with a total investment of at least US$6M.

 

  • Investment in non-interest bearing government securities or bonds with a holding period of five years. A principal applicant must subscribe to a bond issue in the amount of US$500,000, a principal applicant with a spouse US$535,000, a principal applicant with a spouse and up to two dependents US$550,000 and an additional US$25,000 for any further dependents.

Fees

The main applicant is subject to a due diligence fee of US$7,500, and all dependents aged 16 and up to a fee of US$5,000

Processing fees amount to US$2,000 for the main applicant and US$1,000 for dependents above the age of 16.

Under the program’s real estate and enterprise project options, additional government fees of US$50,000 for the main applicant, US$35,000 for each dependent over 18 years old and US$25,000 for each minor dependent also apply.

TIMELINE & REQUIREMENTS

  • All applicants must have a clean criminal record and be in good health.
  • Under ordinary circumstances, applications are processed within 3 months.
  • Under the program’s real estate option, applicants must enter into contractual agreements to buy property before submitting the citizenship application.
  • Upon approval, the government will request that the applicant complete either the property transaction or the cash contribution, as applicable, before issuing the Certificate of Naturalization.
